The Premium Cigar Association is urging Congress to support H.R. 3074, the Common Cents Act, legislation that would modernize cash transactions by ending production of the one-cent coin and requiring cash purchases to be rounded to the nearest five cents. Existing pennies would remain legal tender, and electronic transactions would continue to be processed to the exact cent.
For brick-and-mortar retailers, this is a practical, commonsense change.
Our members operate neighborhood brick-and-mortar businesses where customer service, efficiency, and convenience matter. Cash transactions that require counting pennies slow checkout, increase cash handling, and create unnecessary friction for both retailers and consumers. This bill provides a simple administrative improvement without changing the prices businesses choose to charge.
