Hawaii lawmakers are considering SB 2384, a bill that would prohibit the retail sale of flavored nicotine products, including flavored cigars beginning January 1, 2027.
This proposal targets adult consumers and the small businesses that serve them. Flavored cigars are legal, age-restricted products used by adults who make informed choices. SB 2384 does not address youth access enforcement. It removes legal options from adults while harming local retailers.
For many retail tobacconists flavored cigars represent a significant portion of lawful sales. Eliminating them would force many small businesses to downsize or close, resulting in lost jobs and reduced tax revenue across the state.
Prohibitions like this do not eliminate demand. They push consumers to out-of-state purchases, or unregulated markets, undermining state oversight.
Hawaii should focus on enforcing age restrictions, not banning legal products for adults.
