Governor Dan McKee’s FY2027 Executive Budget includes an extreme 300 percent increase on the premium cigar tax, raising the cap from $0.50 to $2.00 per cigar.
This proposal would seriously harm premium cigar retailers, their employees, and consumers across Rhode Island. A tax increase of this size would push customers to purchase cigars out of state, reduce in-state sales, and ultimately lower, not increase, tax revenue. Small businesses operating on thin margins would be placed at a severe disadvantage.
The premium cigar tax increase is not final and can be removed from the proposed budget, but lawmakers need to hear from you.
