The Premium Cigar Association is urging South Dakota retailers and consumers to support HB 1215.
HB 1215 creates a limited system that allows local governments to approve premium cigar bar licenses in their communities. A county may approve one cigar bar license outside a municipality. A city or town may approve one license, plus one additional license for every 25,000 residents.
The bill requires a public hearing before any license is granted, and licenses cannot be sold or transferred. Local officials retain the authority to suspend or revoke a license if a business violates the law.
HB 1215 supports small, locally owned businesses while keeping decisions in the hands of local communities. It provides a clear and responsible pathway for premium cigar establishments to operate in regulated environments for adult consumers.
