PCA Receives National Recognition for Lobbying

The Premium Cigar Association’s (PCA) Head of Government Affairs Joshua Habursky received The Hills Top Lobbyist Distinction for the 4th year in a row. Published annually, this list represents “the people who stand out for delivering results for their clients in the halls of Congress and the administration”.  

In 2017, Habursky received this award for the first time for grassroots, and the past three years he has received this distinction for direct lobbying on behalf of the association. 

“Josh is an effective representative of the association before lawmakers and has a true passion, understanding, and commitment for premium cigars and everyone within the industry”. says PCA President Greg Zimmerman.  

Habursky joined the PCA as a Director of Federal affairs in May of 2017 and was elevated to Head of Government Affairs in 2019. “While the list may talk about wielding connections, Josh and our entire advocacy team have been incredibly effective at generating new ideas, like our international policy summit, that are all a part of the larger message about our industry,” Said PCA Executive Director Scott Pearce.  “And more importantly, Josh delivers the message with clarity, purpose, and passion and that resonates.  This recognition is equally about our entire government affairs team, PCA staff, and membership.” Pearce said.
